Summary Statement


Performs skilled work related to the operation and maintenance of a variety of complex mechanical and electrical systems within public works utilities infrastructure. Installs, operates, repairs and troubleshoots industrial equipment related to geothermal, sewage, HVAC, and irrigation systems. Provides input for projects regarding design and performs inspections. Performs tasks under general direction and supervision.


Essential Functions


Operates, maintains, and repairs infrastructure related to sewage pumping stations, wastewater collection and treatment process equipment, geothermal and irrigation systems, chemical and odor treatment facilities, and related electrical and mechanical devices. Ensures HVAC and building ventilation systems are working correctly. Performs precision work on machinery and equipment to install, maintain and repair wastewater collection/treatment process equipment and control systems to protect critical system infrastructure. Operates light, medium, and heavy hand, pneumatic and electric tools, chain pull hoists, power saws, forklifts and overhead cranes. Fabricates, welds, and cuts parts and accessories from metal with MIG, TIG and arc welders, plasma and oxy acetylene torches, hand and electric shears, grinders and other hand tools. (30%)


Performs skilled work related to installation, calibration, and repair of electrical, and electro-mechanical equipment, systems, circuit breakers, starters, relays, level controllers, programmable logic controllers (PLC) and PLC process control, supervisory control and data acquisition (SCADA), radio telemetry, variable frequency drives (VFD), electrical distribution, and low and high voltage systems, motors, controllers, transformers, switches, and generators. (25%)


Diagnoses, troubleshoots, and tests instrument electronics, electro-mechanical equipment and systems, and related components. Repairs faulty meters for data collection used in billing processes. Uses precision electronic measurement tools, computers, laptops, data logging and monitoring devices to diagnose problems and establish solutions. Evaluates condition and performance of equipment and systems and makes modifications or provides recommendations on improvements. (25%)


Assists with projects by reviewing designs, furnishing site-specific information, recommending design changes, and performing inspections. Provides training and instruction to coworkers. Responds to public inquiries in the field and maintains a professional demeanor while following up with questions and complaints. Utilizes computer programs and the internet to order parts and materials, e-mail, and enter data into the maintenance management program (Hansen 8). Reads and interprets blueprints and technical manuals to research and order parts and equipment. (20%)

Requirements


Required Knowledge, Experience, And Training


Two years experience troubleshooting, repairing, rebuilding, installing, fitting pipe, plumbing and fabricating in an industrial setting, and a high school diploma or GED.


Working knowledge of engines, pumps, valves, compressors, complex plumbing principles to include pump installation and repair, pipe fitting, layout and design, as related to wastewater treatment equipment and automated systems, electrical circuits and process instrumentation; standard practices, materials, tools, and equipment of electronic and instrumentation trade; test equipment used to calibrate instruments; programming techniques and software used in PLC system and HMI software development and programming; low and high voltage electrical systems; HVAC systems and operation; electrical control circuits, pneumatic controls, heat transfer, and pressure and flow control; operation and use of multimeters; basic procedures and techniques related to installation and testing of radio communications equipment; mechanical and electrical operations, fluid dynamics, hydraulic and pneumatic, and high pressure steam/water systems; electro-mechanical control systems; occupational safety standards and hazards; pipefitting, welding and fabricating practices along with shop geometry, and related tools and equipment; hazards associated with industrial maintenance; National Pollutant Discharge Elimination System (NPDES).


Ability to read and interpret technical manuals, utilize a computer and basic computer programs; diagnose and repair malfunctions in mechanical/electronic equipment quickly and effectively; interpret and apply MSDS data and other safety procedures; maintain state and City required licenses and certificates; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.


Individuals must be capable of operating vehicles safely and have an acceptable driving record.


Preferred Knowledge, Experience, And Training


Five years experience working with utilities related to wastewater treatment and sewage systems, plumbing and electrical work in an industrial environment, and related mechanical systems, or an equivalent combination of education and/or experience.


Licensing And Other Requirements


Valid driver's license.


Ability to obtain an Class B Commercial Driver's License (CDL) with tanker endorsement within 90 days of employment.


Ability to obtain a Wastewater Treatment Operator Class I certificate or Operator-in-Training (OIT) within six months of meeting Idaho Bureau of Occupational License eligibility requirements.

Also, the employee is always pushing/pulling up to 20 pounds, frequently pushing/pulling up to 50 pounds and occasionally pushing/pulling up to 75 pounds. The noise level is always moderate, frequently loud and occasionally very loud. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, runn, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.


Working Environment


The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, with areas of dust, odors, mist and gases or other airborned matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. This position works outdoors in all weather, on uneven, icy or unpaved surface conditions in parking lots, roadways, construction projects, storage yards, etc., slipping hazards, waterways, traffic, animals.


This position works: evening and weekends as required and a rotating on-call schedule.
