Job Description:

The Mission Networks Business Unit under the Electronic Systems Business Segment primarily supports the FAA by providing air traffic management systems, products and services that improve operations safety and efficiency. The business designs, implements, and operates large, complex networks supporting air traffic management and mission critical communications; develops voice communications systems; and develops air traffic movement and information systems.

The Contracts Manager will be responsible for Leading and managing a team of experienced professional contract managers. They will be the primary interface to external and internal customers for pursuits and programs, lead major pursuits, develop and/or champion new concepts or technologies; and communicate within and outside of the organization to influence leadership to accept new practices, approaches, and concepts. They will also be responsible for managing the implementation of functional strategies and recommend operational plans that directly impact the short- to mid-term business results for order, sales, cash flow and working capital. This role requires cross-functional leadership knowledge and mastery level knowledge within contracts management.

Essential Functions:

  • Responsible for the review and negotiation of terms and conditions and other legal requirements for contracts and proposals while leading all facets of the acquisition process from negotiation, to contract award, management, and closeout.

  • Directly prepare or supervise the preparation of written deliverables associated with contract disputes (e.g. Claims, REAs, Cure Notice Responses, etc.) and provide strategic support to Legal and/or programs as required when contract disputes arise.

  • Administers contracts and agreements in accordance with federal government regulations and company policies and procedures, manages and negotiates customer changes to such agreements.

  • Performs proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.

  • Prepares proposals, bids, processes specifications, progress, and other reports.

  • Examines commercial terms of solicitations, requirements, and delivery schedules to provide written reviews to management identifying and mitigating risks to ensure accuracy and completeness.

  • Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction.

  • Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches.

  • Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results.

  • Prepares proposals and customer correspondence.

  • Advises pursuit team, program team and management of contractual rights and obligations of the pursuits and programs for which you are responsible.

  • Proactively identifies pursuit, program and company risks and provides recommended mitigations.

  • Compiles and analyzes data and maintains historical information.


  • Requires TS/SCI Clearance

  • Bachelor’s Degree with minimum 9 years directly related contracts experience or master’s degree with minimum 7 years directly related contracts experience.

Preferred Additional Skills:

  • Skilled in a wide range of contract types across both government and commercial programs with demonstrated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplements (DFARS)

  • 5-8 years in a supervisor or managerial role

  • Demonstrated enhanced business acumen/finance experience

  • Ability to write and effectively present information to top management, public groups, and/or boards of directors.

  • Prior experience working with FAA or similar industry

  • Ability to manage multiple tasks and priorities and fulfill obligations and commitment

  • Effective communicator within program multi-functional teams, contracts professionals, internal management and all levels of customer counterparts.

  • Subject matter expert with comprehensive knowledge of job area and in-depth knowledge of project management.

  • Strong verbal and written communication skills

  • Demonstrated ability to build strategic and strong relationships with internal and external customers
