GENERAL DESCRIPTION:




The Wyoming Department of Health-Healthcare Financing Division is seeking qualified applicants for the position of Home and Community Based (HCBS) Communications Analyst. The HCBS Communications Analyst is responsible for ensuring the citizens of Wyoming have access to timely and accurate communications, information, and training related to Comprehensive, Supports, and Community Choices Waiver programs, which improves stakeholder experience and satisfaction with HCBS offerings.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Ensure ongoing and effective communication and collaboration with internal and external stakeholders of Comprehensive and Supports Waivers (DD Waivers) and Community Choices Waiver (CCW) programs.

  • Draft and disseminate regular communication briefs, emails, and bulletins in order to inform stakeholders of policy and procedure changes and other program related information, including required public notice of changes to Federal and State authorities.

  • Maintain the HCBS Section public facing websites to ensure accuracy of publicly available information.

  • Draft and update identified trainings, facilitate meetings related to the development of the trainings, and present trainings as required.

  • Draft and maintain sub regulatory manuals, process flows, forms, and other documents and visual aids in order to provide internal and external stakeholders with necessary information to effectively administer and provide HCBS services and comply with Federal and State rules and regulations.

  • Complete other duties and projects as assigned to support Division objectives, which may include the preparation of documents, reports, or other communications required by management to direct policy and program development and administration.

  • Be able to evaluate services and programs according to standards and perceive when change is needed.

  • Be able to organize and analyze large amounts of data and information.



Qualifications



PREFERENCES:



Preference may be given to individuals with a Bachelor’s degree or equivalent experience and training, typically in business, policy, planning, information technology, public administration, or healthcare administration, or other closely related field.

Preference may also be given to applicants with working knowledge of Wyoming home and community-based service systems and processes.



KNOWLEDGE:


  • Knowledge of federal, state, and local laws pertaining to Medicaid programs.

  • Knowledge of local, state, and national resources and referral processes.

  • Knowledge of effective program administration and functions.

  • Knowledge of current issues and trends in long-term care, home and community-based services, and Medicaid.

  • Skills in teaching and mentoring.

  • Skills in interpersonal relationships.

  • Skills in oral and written communication.

  • Ability to evaluate services and programs according to standards, and perceive when change is needed.

  • Ability to be self-directed and exercise independent judgment.

  • Ability to think abstractly and concretely.

  • Ability to organize and analyze large amounts of data and information.

  • Ability to review issues and suggest problem resolution.

  • Ability to adapt to change.

  • Ability to communicate with a variety of people and audiences.

MINIMUM QUALIFICATIONS:


Education:

Bachelor's Degree

Experience:

0-3 year of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Senior Benefits and Eligibility Specialist

OR


Education & Experience Substitution:

4-6 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Senior Benefits and Eligibility Specialist
