Duties


Summary



This position is located within the Office of the Assistant Administrator - Telecom, Office of Loan Origination and Approval Division. The Incumbent serves as the General Field Representative (GFR) for an assigned geographical area and, as such, is responsible for a full range of line program responsibilities for all Utilities Program borrowers and grant recipients.


The selectee may be placed at any of the locations listed above.





Responsibilities



  • Provide general overall guidance to grant recipients and borrowers on Program policies and procedures in an assigned area.

  • Responsible for developing an itinerary to accomplish the tasks, o plan and schedule travel, accommodations, meetings, etc. Knowledge of system design, engineering and construction procedures related to telecommunications companies.

  • Represent Program in meetings with borrower?s officials, boards of directors, interested parties and others on a regular basis to provide; exchange information on Program policies and procedures.

  • Prepares reports and correspondence and handles other related responsibilities. Responds to inquiries from borrowers or applicants.

    Qualifications


    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

    For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience performing a full-range of duties providing guidance as it relates to governmental or telecommunication program policies, working with customers providing advice and assistance in accordance with established guidelines; maintain general oversight of technical operations and financial practices, in accordance with establish policies to ensure compliance; reviewing and analyzing completed financial and/or construction designs; plan and conduct formal meetings, presentations, and/or training sessions to provide guidance to borrowers' officials and staff, board of directors, consulting firms and other interested parties with little to no oversight. Education cannot be substituted for experience at this level.


    For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience performing the full-range of duties providing expert and authoritative guidance as it relates to water, electric or telecommunication program policies, procedures and providing advice and assistance on the requirements for submitting applications or other financing assistance requests; maintain general oversight of borrower engineering, construction, and technical operations and maintenance practices, in order to ensure compliance with the organizations standards and policies; reviewing and analyzing completed documentation needed in support of a loan or grant applications; making recommendations on the suitability of loan proposals for financing; performing management and certifications audits; plan and conduct formal meetings, presentations, and/or training sessions to provide policy and procedural guidance to borrowers' officials and staff, board of directors, consulting firms and other interested parties. Education cannot be substituted for experience at this level.

This position requires a favorable credit check as part of the background investigation.
