Duties


Summary



This position is located on the Sierra National Forest with a duty location of Prather, CA.


The incumbent assists the District Recreation, Wilderness, and Trails Staff Officer in the development and management of the single-track motorized and non-motorized trails, summer and winter recreation, and wilderness programs.

Responsibilities



  • Duties listed are at the full performance level GS-08.

  • Administer a recreation area with responsibility for developing and carrying out operations plans for the use, improvement and maintenance for developed and dispersed recreation sites.

  • Develop, recruit, lead volunteers and implement schedules for trail maintenance in line with land management objectives.

  • Serve as a Forest Protection Officer (FPO) by issuing notices of wilderness violations to protect resources.

  • Monitor condition of wilderness areas and trails using guidance provided in established land management plans.

  • Participate in the implementation of recreation operation and maintenance plans for developed and dispersed recreation sites.

  • Perform duties related to livestock transportation and care to support a recreation program.

  • Implement wilderness, and/or trail, bridge construction maintenance and reconstruction projects.

  • Complete patrol of wilderness boundaries by snowmobile during the winter months in order to identify violations and educate snowmobile users.

  • Conduct investigations including collecting evidence and preparing case reports on violations.

  • Provide public information and interpretive services.

  • Initiate public contacts in the field to enhance the user's wilderness experience and protect the wilderness resource through dispersal of information.

  • Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit?s work.

  • Recruit and lead volunteers in the field.

    Qualifications

    Specialized Experience Requirement:

    For the GS-06: One year of specialized experience equivalent to at least the GS-05 grade level.


    Examples of specialized experience include: Assisted in planning and implementing the logistics of wilderness projects associated with trail maintenance and reconstruction projects; patrolled wilderness to ensure that areas are operated, used, and maintained in accordance with wilderness management plans; maintained visitors use records and prepared visitors use information for data processing; conducted education programs addressing Leave No Trace camping, wilderness philosophy and minimal stock impacts.

    For the GS-07: One year of specialized experience equivalent to at least the GS-6 grade level.



    Examples of specialized experience include: Planned and implemented the logistics required for completion of wilderness projects, such as trail maintenance and reconstruction projects, habitat restoration projects, and invasive plant surveys; patrolled trails to ensure areas were operated, used, and maintained in accordance with trail management plans; conducting trail maintenance surveys and documented trail work needs in data management systems; served as a forest protection officer or similar type position which included conducting investigations, collecting evidence and preparing case reports on violations.

    For the GS-08: One year of specialized experience equivalent to at least the GS-07 grade level.


    Examples of specialized experience includes: Assisted with formulating and implementing wilderness project work plans in accordance with agency policy; Participated in the identification and planning for future trail construction, reconstruction, maintenance, and restoration projects; Provided input to the budget planning by assisting with the overall estimation of materials, personnel, and supplies needed for work accomplishment for developed and dispersed recreation sites; Administered a recreation area with responsibility for developing and carrying out operations plans for the use, improvement and maintenance for developed and dispersed recreation sites.


    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
