Summary


Positions are in the Office of Regulatory Affairs (ORA), Office of Enforcement and Import Operations (OEIO) - Division of Northern Border Imports, Division of Southwest Imports, and Division of West Coast Imports. Compliance Officer serves as the primary source of expertise within the geographic area covered by the division on the interpretations of the laws, regulations, and programs.

Responsibilities



  • Serve as primary source of compliance expertise within the geographic area covered by the district on the interpretation of the laws, regulations, and programs.

  • Ensure that non-complaint establishments make necessary changes to meet regulations.

  • Ensure documentation and practices are in compliance with Federal laws, and rules regulations.

  • Ensure non-complaint establishments make necessary changes to meet the regulations and determine the most suitable course of action, including the recommendation of legal action.

  • Answer inquiries from Federal, State, or local agencies, foreign missions, industry and importers regarding interpretations of agency-enforced laws and regulations, case studies, and enforcement policies.

  • Enforce compliance through methods such as informal agency hearings and legal court actions.

  • Prepare office correspondence stating Agency concerns in regulatory reviews.

  • Establish and maintain liaison with US Customs officials facilitating import inspections and regulations, instituting and coordinating detentions and refusals of violative products offered for import.

  • Enforce compliance through methods such as informal agency hearings and legal court actions.

  • Act as a case agent and may testify in court trials.

Qualifications


The position of Consumer Safety Officer (Compliance Officer) falls within the 0696 occupational series. To qualify for this position at grade GS-13, you must meet Time-in-Grade requirements by 11:59 pm EST on 06/15/2021.


Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.


GS-13: Applicants must have 52 weeks at the GS-12 grade level or higher.


BASIC REQUIREMENT: This position requires a degree or completion of specific courses in order to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the Basic Qualification requirement section. If the transcript(s) does not clearly demonstrate this, you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent. Applicants must have successfully completed one of the following (A or B):


A. Bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.


OR


B. Combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.


Current employees and anyone who has held this series/grade ARE NOT exempt from the transcript requirement and must still submit transcripts.


SPECIALIZED EXPERIENCE: Experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Applicants must have at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service which includes experience performing analysis and evaluation of data results from investigations, assessing evidence and determining the nature of compliance violations and initiating appropriate regulatory action, and using various scientific and technical disciplines to carry out tasks related to the compliance of FDA regulations.


In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
