Command Center Director


The Administration for Children and Families, Office of Refugee Resettlement (ORR) is responsible for the care and placement of Unaccompanied Children (UC) transferred from the Department of Homeland Security. An urgent need has been identified for an Emergency Intake Site at the Fairplex Pomona in Pomona CA in order to provide additional temporary capacity due to the recent and rapid increase in UC volume.

We are seeking a qualified Command Center Director to direct daily operations across security, IT, logistics and facility management at the Pomona Intake Site. This position reports to the Site Executive and directly supervises the positions in the Command Center. Candidates should be detail-oriented and an effective communicator with strong leadership and problem-solving skills with experience leading large, multi-faceted organizations, operation centers, campus or municipal operations.


Includes the following:

  • Manage daily operations across security, IT, logistics and facility management functions to deliver safe and secure childcare and accountability in accordance with contract statement of work
  • Make time critical decisions for the safe running of site activities in collaboration with equivalent Directors (such as medical, childcare and social services functions)
  • Initiate and coordinate emergency incident response activities
  • Supervise command center positions; initiate removal actions; support hiring actions
  • Analyze operational problems to develop or approve timely and economical solutions
  • Enforce implementation plans and corrective action plans
  • Ensure compliance with regulatory bodies and with health and safety guidelines
  • Coordinate and enhance employee efforts; motivate and develop staff; facilitate communications between management and employees
  • Provide detailed updates to leadership by participating in meetings and coordinating, consolidating, developing and delivering/presenting associated meeting materials (e.g. slides, reports, assessments)
  • Ensure accurate documentation and record keeping of all activities, assessments, reports, etc.




  • Bachelor's degree from an accredited university in a related discipline with 5-10+ years of increasing responsibility and relevant experience, preferably in a related field or 24/7 business operation center
  • Experience collaborating and directing a distributed team and managing multiple customers, programs, and projects
  • Demonstrated ability to effectively collaborate and work with supporting functions, peer Directors and other delivery organizations
  • US Citizenship with the ability to successfully pass drug screening and a federal background check


  • Strong understanding of operations in a multi-functional organization that may include public works, medical, food service, recreation, education, housing, logistics, childcare and social service functions
  • Operations Center experience, highly desired
  • Demonstrated supervisory and leadership skills required to manage direct staff and others
  • Driven, industrious, disciplined, and dedicated; able to inspire the team and customers and is committed to inclusion and diversity
  • Excellent oral, visual and written communication skills
  • Outstanding presentation skills; delivery to both internal and external customers
  • Excellent time management skills and detail-oriented

  • Proficient computer skills working with Microsoft Office suite of programs (Word, Excel, Outlook, PowerPoint)
  • Ability to simultaneously manage multiple work sites and teams
  • Ability to work independently with little supervision
  • Ability to comfortably interact with senior level personnel
  • Outstanding interaction skills, tact, and team building skills
  • Must use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions and make time sensitive decisions affecting resources and children in our care


  • The majority of work is conducted in a climate-controlled office environment
  • Walking, standing and moving around the site is required
