The Business Intelligence & Data Analytics Officer will gather, analyze, and compile data needed to identify trends and patterns for evaluation of progress towards attainment of program objectives, determining program projections, strategies for program improvement and justification for requests for funding. This position requires specialized experience, including a wide range of qualitative and quantitative analytical and evaluative methods and techniques. This position will report directly to the Financing and Accounting Director:

Qualifications


Education:



  • Baccalaureate degree in a related analytical field such as Info Systems & Decision Science (ISDS), Information Technology, Computer Science, Business, Management, Economics, Accounting, Finance; Master's preferred; Doctorate a plus.


Preferred Qualifications:



  • Experience with evaluating a program operating under a federal grant preferred.

  • Experience with evaluating state and/or federal aid programs is a plus.

  • Experience with evaluating college access programs, including but not limited to GEAR UP, TRIO, is a plus.

  • Knowledge of government operations, human services, and/or education programs is a plus.

Job Concepts


The Role:


We are looking for an individual who can produce and analyze data for business intelligence purposes by querying data repositories across LOSFA Programs, designing automatic and ad hoc reports, to identify patterns and trends in available data. This role requires demonstrated experience directly related to data analytics/analysis for the purpose of developing and/or monitoring progress towards attainment of program objectives and best practices. The individual selected for this role will:



  • Design, organize, implement, and manage LOSFA Program evaluation activities.

  • Create, lead, and manage data collection, analysis, and interpretation.

  • Frame and develop impactful and statistically sound insights, metrics, reports, and recommendations for the purpose of identifying best practices for improving student outcomes and equity of access through educational/outreach/engagement activities.

  • Report to the Director of Finance & Administrative Affairs and collaborate with applicable LOSFA (internal/external) staff/contractors to inform evaluation of state and federally funded programs operated by LOSFA Programs.

  • Maintain and improve the automated TOPS projection model.

  • Define and document business requirements for automated and ad hoc metrics and reports.

  • Collaborate with the Senior Research Analyst, division directors, BOR Admin. Research team members and the I.T. department tomanage the automatic flow of data from LOSFA Programs Divisions to I.T. systems to end users for monitoring and evaluation.

  • Translate complex quantitative and statistical analyses for non-technical staff members.

  • Produce analytical reports on measures and metrics set by departmental, performance and legislative priorities.

  • Critically evaluate information gathered from multiple sources, reconcile and identify gaps, uncover unmet departmental metrics, and work with departments to create solutions.
