POSITION DESCRIPTION:
The Housing & Community Development department seeks candidates for the Building Inspector II classification. This classification is the full working level class in the Building Inspector series. Incumbents at this level are responsible for conducting on-site inspections and investigations in all of the following areas: structural, electrical, plumbing, heating, ventilating, air conditioning, refrigeration, sewer, water, gas, disposal and grading.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority in accordance with the Flexible Staffing Program and Guidelines.

The Eligible List established by this recruitment may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis.


Examples of Duties

Paramount duties include:




  • Inspects the structural components of buildings such as foundations, floors, framing, roof framing, and structural masonry walls.


  • Inspects electrical, heating & ventilation, air conditioning, refrigeration, glazing, solar, plumbing, systems, sewer, gas, water, disposal systems, sustainability, and grading operations for compliance with approved plans Approves or indicates corrective action; assists permit holder by advising of possible modifications to bring construction into compliance; prepares reports of inspection and work completed.


  • Inspects construction for compliance with approved plans.


  • Serve as the duly appointed representative of the Building Official, as directed, for inspection of permitted work for compliance with code requirements.


  • Perform site reviews for Americans with Disabilities Act (ADA) and accessibility

THE SUCCESSFUL CANDIDATE

Will have a proven track record demonstrating the following knowledge, skills, and abilities:

Thorough Knowledge of:

California Code of Regulations Title 24 as adopted and amended by County of Monterey including, but not limited to, building, plumbing, mechanical and electrical codes; Principles and practices of current building construction including heating, plumbing, electrical, structural and safety requirements.

Skill and Ability to:

Interpret, explain and apply building codes, ordinances and related laws and regulations; Make inspections and detect deviations from approved plans and specifications and substandard materials and workmanship; Indicate modification of plans and construction to bring deficiencies into compliance with codes; Prepare clear, concise instructions, reports and correspondence using hand writing and through computer related technology and equipment; Read and interpret building plans and specifications and to enforce their application in building construction


Examples of Experience/Education/Training



Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:


One year of experience as Building Inspector in a public agency;
OR

Two years' experience working with construction building codes in the construction building trades, building inspection services, architectural or structural design drafting trade;
OR


A qualified Journeyman Tradesman working in the above noted trades and successful completion of vocational/technical training program associated with building technology and the application of building codes and regulations.

Required conditions of employment:

As a condition of employment, the incumbent will be required to:


  • Possess a valid California Class C Driver License and maintain a satisfactory driving record.


  • Within one year of appointment, possess and maintain a current certification from the International Code Council as a Residential Combination Building Inspector, covering all four construction trades, or equivalent certification level.


  • Complete a minimum of 45 hours of qualified continuing education, as determined by the certifying agency, in each three year period with at least 8 hours regarding disabled access requirements.
